FIREWORKS AND FANFARE FOR THE FOURTH AT KENSICO DAM PLAZA

A fun-filled celebration is in store to celebrate our country¿s Independence Day when the Westchester Philharmonic orchestra brings a program of rousing American patriotic music, followed by a spectacular fireworks display, to the annual Kensico Dam Music Fest on Friday, July 3, at Kensico Dam Plaza in Valhalla.

Guest conductor Constantine Kitsopoulos will lead the Philharmonic in a program that will include pops and patriotic favorites, including Stars and Stripes Forever and The Star-Spangled Banner.

Pre-concert entertainment begins at 6 p.m. with the Stages band, performing music from past decades. The Philharmonic takes the stage at 8 p.m.; fireworks will follow the concert at approximately 9:15 p.m. Admission and parking are free.

Carpooling is suggested. Concert-goers should bring lawn chairs or blankets for seating.

Constantine Kitsopoulos is renowned as a conductor whose musical experience spans the worlds of opera and symphony. He has conducted in such venues as Carnegie Hall and Alice Tully Hall in New York City and London¿s Royal Albert Hall, as well as musical theater where he has led orchestras for such Broadway shows as Les Miserables and Dracula.

Under the direction of famed violinist Itzhak Perlman as artistic director and conductor, the Westchester Philharmonic will begin its 27th season next fall. The orchestra is comprised of the finest musicians from the greater New York area and has worked with the world¿s finest soloists, including Midori, Joshua Bell, and the late Isaac Stern.

The Music Fest is presented by Westchester County Parks and sponsored by radio stations 100.7 WHUD and 107.1 the Peak, the Westchester Arts Council and the Friends of Westchester County Parks Inc.

The Kensico Dam Plaza is located at the north end of the Bronx River Parkway in Valhalla, and can also be reached via Route 22, north or south.

Bridge Replacement Work to Commence on Route 120, Town of New Castle

The New York State Department of Transportation (NYSDOT) today announced the award of a $17.9 million contract to replace the State Route 120 (Quaker Avenue) bridge over Metro North Railroad in the Hamlet of Chappaqua, Westchester County. The contract was awarded to the Conti Group of New York City.

The project is approximately 1.1 miles long and will extend from the intersection of Route 120 (Quaker Avenue) and Hunts Place, east along Route 120, across the bridge to the intersection with Greeley Avenue. Construction is planned to begin in June and is expected to be completed during the fall of 2010.

The project calls for replacing the 78-year-old bridge with a new, wider bridge that includes architectural details similar to those found on the original structure. NYSDOT worked closely with the community and the State Office of Historic Preservation on the design of the replacement bridge. The new bridge will be faced with natural stone masonry and include pedestrian period lighting. Its steel beams were designed to mimic the steel detailing of the
original bridge. The project also will include new curbs and sidewalks along Route 120 (Quaker Avenue), a closed drainage system, improved landscaping, natural stone-faced retaining walls and maintenance paving along Route 120 (Quaker Avenue) from Marcourt Drive to Route 117.

During construction, Route 120 (Quaker Avenue) will have one lane of traffic open in each direction during peak hours with work zones protected by temporary concrete barrier. Construction over the train tracks will necessitate limited night work, as train service can not be disrupted during the day time hours. Access to the train station and the business district will be maintained at all times and a temporary pedestrian bridge will be built to provide sidewalk
access along Route120 (Quaker Avenue) during construction. Travelers are advised to watch for temporary lane closures, flagging personnel and occasional traffic stoppages as this work progresses.

WHAT: Replacement of the Bridge structure that carries Odell Avenue over the South County Trailway.

IMPACTS: The Odell Avenue Bridge will be closed to eastbound vehicular traffic. A detoured is posted along Nepperhan Avenue, south to Roberts Avenue, left on to Old Nepperhan Avenue, left on to Saw Mill River Road. Westbound vehicular traffic as well all pedestrian access will be maintained for the duration of the project.

Thruway Authority to Continue Tappan Zee Bridge Deck Replacement Project

The New York State Thruway Authority announced deck replacement work on the Tappan Zee Bridge will continue the week of June 29, 2009.

On Monday, June 29 through Friday, July 3, installation of new modular joints in the main span and the west deck truss will continue in the center lanes.

All work is weather-dependent and subject to change.

Updates will be issued announcing any change in schedule. Lane closures during this operation:

Thursday, July 2

Work will begin at 9 p.m.resulting in the closure of the left northbound lane, to three northbound lanes at 11 p.m., to four northbound at 1 a.m. until 6 a.m. from Interchange 8 to the east abutment on the Tappan Zee Bridge.

These lane closures are for the installation of new deck joints in the center lanes main span and west deck truss. All lanes are expected to be open by 6 a.m. the following day

During Thursday operations, two left lanes in the southbound direction from Interchange 11 to east abutment will also be closed from 9 p.m. until 6 a.m. as part of this work.

Due to the northbound lane closures, the entrance ramp from Broadway (southbound) in Tarrytown will also be closed from 9 p.m. until 6 a.m. All traffic will be detoured to the entrance ramp from Route 119. All lanes are expected to be open by 6 a.m. the following day.

Friday, July 3

There is no work scheduled.

For the safety of the public and construction workers, motorists are urged to proceed with caution and obey posted work-zone speed limits. Work will proceed weather-permitting, and schedule updates will be announced as needed.

Traffic updates will be broadcast to motorists via Dynamic Message Signs along the highway and by Highway Advisory Radio, 530 AM in the Tappan Zee Bridge corridor, as well as 1610 AM in the Newburgh area.

Weather permitting, the deck replacement project is slated for completion by late August 2009.

The Authority offers a free email service called TRANSalert to its customers via email or text messaging to inform them of major unscheduled incidents that may affect their travel on the Thruway. I-287 Stage III Reconstruction Project

The New York State Department of Transportation announced that work will continue at multiple sites throughout the project area, including the planned reopening of the Grant Avenue over I-287 Bridge, along with other continued project work at the Lake Street over I-287 Bridge; the North Broadway/Route 22 Bridge over I-287; the I-287 over Brockway Place Bridge and the Westchester Avenue over I-287 Bridge.

In addition, operations for the installation of Wall G1 in the vicinity of Ross Street and North Kensico Avenue, as well as at Wall G2 to be located between Hadden Place and Main Street, will also continue this coming week, as drainage work in this area has been completed.

In observance of the July 4th Holiday: work will either cease or be restricted to behind barriers as follows: from noon, Thursday, July 2 to 10 a.m., Monday, July 6.

The Grant Avenue over I-287 Bridge slated to Open to Two-Way Traffic. With the placement of the new concrete deck having been successfully completed, and the bridge approaches, double-yellow striping, final stop-striping and cross-walks scheduled for implementation today and minor completion work scheduled for early next week, the project plans to open the Grant Avenue over I-287 Bridge to two-way traffic during the week of June 29, weather permitting.
We would ask that those who had been parking on the east side of the street between the bridgeand Morningside Ave., continue to do so until this work is fully completed next week.

Please understand that these operations are subject to change due to inclement weather conditions and/or logistical issues. In the meantime, however, please accept the Department¿s thanks and that of the Project Management and Staff, for your steadfast patience, cooperation and assistance throughout the entire process of the demolition and reconstruction of this vital community bridge.

Continued work in the immediate vicinity of the Grant Avenue over I-287 Bridge. Installation of enhanced drainage facilities immediately adjacent to the southeast point of the Grant Avenue over I-287 Bridge has been completed. Operations to install a new drainage system to be located within the center median, continue here. From time-to-time, brief single- lane closures will be necessary to support work on this span. These closures will be infrequent,
with minimal impacts to mainline traffic.

From the Grant Ave. over I-287 bridge, Eastward, preparations are underway for the installation of Noise Barrier Wall (E) to be located adjacent to the eastbound I-287 roadway.

At the Westchester Avenue over I-287 Bridge, the new end abutment (or support wall to be located on the White Plains or south side of the new bridge) should be completed this coming week. Backfilling, designed to support this structure, will continue on the north side of the bridge this coming week.

At the beginning abutment, concrete has been placed for the footings and for the stem-wall (support wall) on the Harrison side of the bridge. The placement of concrete for the second section¿s new center pier was successfully completed.

Preparations are underway for the installation of steel beams on the new Stage 2 deck section of this span. These night-time operations are scheduled to get underway the week of July 6th.

Route 100C Lane Shift Traffic Pattern

Motorists are advised that the New York State Department of Transportation (NYSDOT) will issue lane shifts on Route 100C (Grasslands Road) between Clearbrook Road and Woods Road beginning Monday, May 18, to install new trunk water mains and replace the drainage culvert. One lane in each direction will be maintained for the duration of the project.

From Monday until July 20, work will be done on eastbound Route 100C. From July 20 until October 30, work will be performed on westbound Route 100C.

In addition, work will include the installation of electrical ducts for the water quality instrumentation, temporary support systems for excavation and existing underground utilities, and the restoration of the pavement surface.

Motorists are asked to use caution when traveling through the work area and pay particular attention to all traffic control devices, including work zone signs and flaggers. Motorists are reminded that fines are doubled for speeding in a work zone. In accordance with the Work Zone Safety Act of 2005, convictions of two or more speeding violations in a work zone could result in the suspension of the drivers license.

WESTCHESTER COUNTY RAILROAD CROSSING TO BE RECONSTRUCTED THIS SUMMER

Saw Mill River Parkway and Green Lane Intersection with Metro-North to be Upgraded

The New York State Department of Transportation announced today the award of a $312,300 project to improve the railroad crossing at the Saw Mill River Parkway, Exit 38, and Green Lane in the Town of Bedford, Westchester County. The contract has been awarded to Con-Tech Construction Technology Inc. of Yorktown Heights, Westchester County. This crossing has been the site of several accidents between trains and vehicles in recent years. The project, approximately one-tenth of a mile in length, will improve the roadway profile that approaches the Metro-North Railroad grade crossing from the Parkway. The profile improvement will provide for better ground clearance for vehicles crossing the tracks. In addition to the profile upgrade, new lighting, pavement markings and signs will be installed. These additions will further enhance the safety of this crossing and provide motorists with increased visibility in this area. The pavement in this area will also be improved to ensure a better riding surface. The construction of this project is anticipated to begin in July, with completion in December 2009.

For safety reasons, and to expedite the work at the crossing, both the entrance and exit ramps at Exit 38 will be closed for several days. Green Lane will remain open to Plainfield Avenue. During this time, traffic will be detoured. Travelers are advised to look for electronic message signs regarding the dates and detour information in advance of the actual closure period.

Motorists are also advised to be aware of flagging personnel and the temporary lane closures on the Parkway, Green Lane and the detour during the duration of this project.

Motorists are advised that the New York State Department of Transportation will be closing the Route 9W bridge over Cedar Pond Brook, locally known as the James A. Farley Memorial Bridge, in the Town of Stony Point, Rockland County beginning Wednesday, April 22nd at approximately 9:00 a.m. The bridge will remain closed until December 2009 to accommodate bridge construction activities.

All southbound traffic will be detoured along Lowland Hill Road. BRIDGE REPLACEMENT WORK TO COMMENCE ON ROUTE 9W

Project will Replace 87-Year-Old Bridge in the Town of Stony Point, Rockland County

The New York State Department of Transportation (NYSDOT) today announced the award of an $11 million contract to replace the bridge carrying State Route 9W over Cedar Pond Brook, locally known as the James A. Farley Memorial Bridge, in the Town of Stony Point, Rockland County. The contract was awarded to Harrison & Burrowes Bridge Construction of Glenmont, New York.

The first phase of the project will begin in April and will involve the replacement of the James A. Farley Memorial Bridge. The second phase, planned for construction in early 2011, will improve the adjoining intersection of Route 9W with Main Street.
The project will extend approximately one-quarter-mile north from the Route 9W intersection with High View Avenue, across the bridge to the intersection with Main Street. Construction will involve the complete closure of the bridge, with the new bridge opened to traffic by December of 2009. A local detour will be posted for motorist traveling through the area.

The first phase of the project calls for replacing the 87-year-old bridge with a new, wider bridge at the same location. The new bridge will ultimately accommodate three lanes of traffic; a northbound and a southbound through lane, and a northbound, dedicated left-turn lane. The bridge also will provide four foot shoulders and sidewalks on both sides. The structure will have brick-faced parapet walls with decorative pedestrian fencing mounted to the top of the parapets. Brick detailing was incorporated into the design to match the local, vernacular architecture found throughout the town center. Decorative street lighting will run the entire length of the bridge to enhance pedestrian access and safety. The project will also consist of bridge-approach roadway enhancements, drainage, landscaping, and pavement markings.

NYSDOT worked closely with the surrounding communities on the design, construction phasing, and detour. A number of local roadway enhancements have been completed along the detour route, including widening of shoulders and installation of a new traffic signal at the intersection of County Road 106 and Reservoir Road. Portions of the detour route also will be repaved once Route 9W is restored to two-way traffic across the new bridge.

During construction all southbound traffic will be detoured along Lowland Hill Road. Northbound passenger vehicles and vehicles weighing less than five tons will be detoured along County Route 106, Reservoir Road, and West Main Street. Northbound trucks and vehiclesweighing five tons or more will be detoured along Railroad Avenue, Grassy Point Road and East Main Street. Travelers are advised to plan their trips accordingly and watch for flagging
personnel as this work progresses.

Motorists are advised that beginning Tuesday, June 30, through Friday, July 31, workers will be performing structural lifting on I-84, approximately 1 mile east of the I-84 and I-684 interchange.

Traffic on I-84 eastbound will be stopped for up to 10 minutes at a time between the hours of 10 a.m. and 2 p.m. Mondays through Thursdays, and 10 a.m. and noon on Fridays to complete the necessary lifts for bearing removal and replacement. ROADWAY RECONSTRUCTION TO COMMENCE ON ROUTE 17

Eight Miles to be Upgraded for Future Interstate 86 Designation in Orange County

The New York State Department of Transportation (NYSDOT) today announced the award of a $63 million project to reconstruct Route 17, including the construction of one new bridge and the rehabilitation of three bridges, in the Town of Wallkill, Orange County. The contract was awarded to Lancaster Development, Inc. of Richmondville, New York.

The project begins at Exit 121, Interstate 84 and continues east for approximately eight miles to Exit 116, near the border of Orange and Sullivan counties. Construction is planned to begin in the spring of 2009 and expected to be completed by the winter of 2010.

Work will include interchange improvements at Exit 120 (Route 211), 119 (Route 302), Exit 118 (Brown Road), and Exit 116 (Route 17K). Work at the interchanges will include widening and lengthening existing on and off ramps, widening shoulders and improving geometrics of the ramps to meet federal interstate standards. In addition, the highway, including adjoining ramps, will be resurfaced along with the rehabilitation of the Route 17 bridges crossing
Route 17K, Route 211 and the Norfolk Southern Railroad. The project will construct one new Route 17 bridge over a future local road to connect two existing shopping centers, just east of Route 211. An auxiliary lane between Exit 121, Interstate 84 and Exit 120, Route 211 will be built for both east and west bound traffic, providing for a total of three lanes in each direction.

These additional auxiliary lanes will improve the operations and safety for travelers entering and exiting Route 17 from the I-84 and Route 211 corridors.
The resulting project will better accommodate traffic entering and exiting Route 17 as well as bring the facility up to interstate standards. The project will improve overall safety and operations along the Route 17 corridor through the Town of Wallkill.
Route 17 will have two lanes of traffic open in each direction during construction with the exception of eastbound between Exit 120, Route 211, and Exit 118, Brown Road, which will have one lane of traffic only. Travelers are advised to watch for temporary lane closures, flagging personnel and occasional traffic stoppages as this work progresses.

Bridge Rehabilitation Work to Commence on Route 32, Town of Rosendale, Ulster County

The New York State Department of Transportation (NYSDOT) today announced the award of a $5.35 million contract to rehabilitate the bridge carrying State Route 32 over the Rondout Creek in the Town of Rosendale, Ulster County. The contract was awarded to the Fahs Construction Group of Binghamton, New York.

The project is approximately one-half-mile long and will extend north from the Recreation Center on Route 32, across the bridge to the intersection with Creek Locks Road. A short section of Route 213 adjacent to the intersection will be included in the work. Construction is planned to begin in June 2008 and is expected to be completed by the fall of 2009.

The project calls for the rehabilitation of the 74-year-old bridge, which will consist of repairing and painting the steel truss and replacing the concrete bridge deck, sidewalks and railing. The project will also involve bridge-approach roadway enhancements, including roadway paving, construction of sidewalks along the west side of Route 32 and drainage improvements. NYSDOT worked closely with the community on the design and construction
phasing of the bridge-rehabilitation project.

The bridge will be rehabilitated, half at a time, using phased construction. This will necessitate Route 32 going to one lane of traffic across the bridge during the rehabilitation. Traffic signals will be installed at each end of the bridge to regulate the one-way traffic across the bridge. Once the work is completed, the traffic signals will be removed and two-way traffic across the bridge restored. A sidewalk will be provided during construction for pedestrian access over the bridge. Travelers are advised to watch for temporary lane closures, flagging personnel and occasional traffic stoppages as this work progresses.
